| dc.description.abstract | Každá ze základních složek integrovaného záchranného systému ČR má vlastní informační systém pro operační řízení a tyto spolu vzájemně nekomunikují. Příjem národních čísel tísňových volání řeší každá složka jiným způsobem. Telefonické centrum pro příjem tísňového volání evropského čísla tísňového volání 112 disponuje technologií, která omezeně komunikuje s informačními systémy ostatních složek integrovaného záchranného systému, ale tento způsob je nedostatečný a omezuje se pouze na jednosměrné předání základních strukturovaných informací pro volání pouze na tísňovou linku 112 a národní tísňovou linku Hasičského záchranného sboru ČR 150. Nezabezpečuje komunikaci ani integraci pro ostatní tísňové linky. Současný stav, kdy základní složky integrovaného záchranného systému mají několik různých zřizovatelů, Zdravotní záchranná služba není centrálně řízena a stupeň integrace operačních středisek jednotlivých složek je na různé úrovni, je velmi komplikovaný. Přesto je možné tento stav podstatně zlepšit. Řešením je vybudování společného informačního systému napříč základními složkami integrovaného záchranného systému. K dispozici je projekt za podpory strukturálních fondů EU v programovém období let 2007 až 2013. Vytvořením kvalitního projektového týmu, zapojením odborníků všech základních složek integrovaného záchranného systému a jejich úzkou spoluprácí je možno tuto šanci využít, projekt realizovat a nastavit tak vyšší standard služby občanům a návštěvníkům ČR v oblasti řešení mimořádných událostí.
Práce popisuje současný stav operačních středisek základních složek integrovaného záchranného systému, analýzu tohoto stavu a stanovení východisek, předpokladů a zásad pro vybudování jednotného informačního systému. Dále jsou prezentovány výstupy z materiálů projektu "Jednotná úroveň informačních systémů operačního řízení a modernizace technologií pro příjem tísňového volání základních složek IZS", na kterých jsem se podílel. Tyto materiály s problematikou úzce souvisí a stanovují standardy pro jednotnou úroveň informačních systémů základních složek integrovaného záchranného systému. | cze |

| dc.description.abstract-translated | Each of the basic units, a part of the integrated rescue system of the Czech Republic, possesses its own information system for operating control which do not communicate mutually. Receiving the national numbers emergency calls is solved differently by each unit. The phone centre for emergency calls coming in from the European emergency number 112 has available technology communicating in a limited manner to the information systems of other units of the integrated rescue system but this method is insufficient and limited to only one-way transfer of the basic structured information for calling the emergency line 112 and the national emergency line 150 of the Anti-fire Rescue Group of the Czech Republic. It provides neither for communication nor integration to other emergency lines. The current situation where the basic units of the integrated rescue system have been established by several founders, the Ambulance Service is not controlled centrally and the level of different units operative centres as far as the integration being at variant levels is very complicated. Despite all this, the existing situation can be improved substantially. The solution rests in building the common information system across the basic units of the integrated rescue system. There is also available a project financed from the EU structural funds through the programme between 2007 and 2013. By establishing the quality project team and by specialists getting involved in all basic units of the integrated rescue system, such a chance can be taken advantage of due to their close collaboration, the project can be carried out and a higher standard of the service to fellow citizens and visitors of the Czech Republic can so be set in the area of solving exceptional events.
The work describes the current situation of the operative centres of the integrated rescue system basic units, analysis of such a situation and sets out starting points, prerequisites and principles for establishing the unified information system. Furthermore, outputs from the project material ??Unified Level of Information Systems of the Operative Control and Upgrade of Technologies for Reception of Emergency Calls from the Basic Units of the Integrated Rescue System?q to which I contributed, too. Such materials are closely related to the issue and set forth standards for the information systems unified level as to its basic units. | eng |
