| dc.description.abstract | Zjišťování příčin vzniku požárů (ZPP) je jednou ze součástí státního požárního dozoru vykonávaného v České republice. Je to specializovaná činnost, k níž je potřebná znalost množství specifických informací z různých technických oblastí. Tyto informace jsou pro vyšetřovatele soustředěny v metodických příručkách.
Cílem mojí práce bylo analyzovat obsah českých materiálů pro výkon ZPP, vytipovat některé neřešené, či nedostatečně řešené oblasti problematiky ZPP a zjistit zda je americká norma NFPA 921 vhodná k jejich doplnění. Zaměřil jsem se konkrétně na přínos NFPA 921 v činnosti detekce a analýzy stop na požářišti, vedoucí ke stanovení příčiny vzniku požáru.
Závěry, které jsem činil při analýze českých i zahraničních materiálů, týkajících se jednotlivých oblastí problematiky ZPP, jsem konzultoval se zkušenými vyšetřovateli HZS a s odborníky, kteří se na jednotlivé oblasti specializují a jsou proto schopni odborně posoudit jejich praktickou využitelnost v českých podmínkách.
Hypotéza praktické využitelnosti informací NFPA 921 pro zapracování do připravované české metodické příručky se potvrdila. V kapitolách americké normy jsem nalezl mnoho dobře setříděných a v českých materiálech nezmíněných informací.
Články vhodné k zapracování do nové české metodické příručky budu konzultovat spolu s dalšími výsledky mé analýzy s pracovní skupinou Ministerstva vnitra ? Generálního ředitelství HZS ČR, která se vytvořením nové české metodiky zabývá, a pomohou k vytvoření materiálu, který bude pro svou komplexnost a praktičnost českými vyšetřovateli HZS využíván. | cze |

| dc.description.abstract-translated | Investigation of causes of fires (ZPP) is one part of the state fire inspection carried out in the Czech Republic. It is a specialized activity for which it is necessary to know a lot of specific information from different technical fields. This information is collected in methodological manuals for investigators.
The aim of my thesis was to analyze the content of Czech materials for the ZPP implementation, to identify some unsolved or poorly solved issues in the ZPP and to determine whether the American norm NFPA 921 is suitable to be used to complete the solutions. I focused specifically on the contribution of the NFPA 921 in detection and analysis of marks in the fire area, leading to determining the cause of the fire.
The conclusions I have come to by the analysis of Czech and foreign materials related to individual issues of the ZPP were consulted with experienced investigators and experts of the FRS (Fire Rescue Service), who are specialized in individual areas and are therefore able to expertly assess the practical applicability of my findings in Czech conditions.
The hypothesis of the practical applicability of the NFPA 921 information which can be incorporated into the forthcoming Czech methodological guide has been confirmed. In the chapters of the American norm I have found a lot of well-sorted information not mentioned in the Czech materials.
The articles suitable to be implemented into the new Czech methodological guidebook will be consulted, together with other results of my analysis, with the Working Group of the Ministry of Interior ? the General Directorate of the FRS, which is engaged in creating the new Czech methodology, and this will help to create the material that, for its comprehensiveness and practicality, will be used by the Czech Fire Rescue investigators. | eng |
