| dc.description.abstract | Obsahem diplomové práce je problematika operačního a krizového řízení v podmínkách Policie ČR. Je zde shrnuta organizační struktura a personální obsazení operačních středisek a pracovišť krizového řízení coby úzce souvisejících policejních činností, s důrazem na odpovědnost za plnění úkolů vyplývajících zejména z interních aktů řízení Policie ČR jako základní složky integrovaného záchranného systému. Dále problematika odbavování tísňového volání a s tím spojené komunikace mezi základními složkami integrovaného záchranného systému, konkrétně mezi Policií ČR a Hasičským záchranným sborem ČR, neopomínaje technologické a materiálně technické vybavení operačních středisek Policie ČR.
Empirická část směřuje přímo do prostředí ?moderního? integrovaného operačního střediska krajského ředitelství policie kraje Vysočina prostřednictvím dotazníků určeným pracovníkům (policistům) tohoto organizačního článku Policie ČR, přičemž předmět zkoumání je rozdělen do tří částí. První část je zaměřena na problematiku IZS, dotazy je zjišťována vědomostní úroveň a orientace v této oblasti a dále názory k součinnosti složek IZS. Druhá část je zaměřena na problematiku krizového řízení, respektive zjišťuje vědomostní úroveň respondentů v této oblasti. Třetí část dotazníku směřuje zcela výhradně ke získání informací a poznatků z praktické činnosti zainteresovaných pracovníků v daném oboru.
V diskuzi a závěru práce je zmíněn postupný vývoj a integrace operačních středisek včetně možného a nejvýhodnějšího způsobu (systému) operačního a krizového řízení v rámci Policie ČR. | cze |

| dc.description.abstract-translated | This thesis deals with the issue of operational and crisis management within the Police of the Czech Republic. The organizational structure and the staffing of operational centers and emergency management centers is described as closely related to police activities, with emphasis on the responsibility for executing tasks resulting in particular from internal acts of the Police management as the essential component of the Integrated Rescue System (IRS). The issue of emergency calls handling and the related communications between the basic components of the integrated rescue system, particularly between the Police and the Fire and Rescue Service, considering the technological and material and technical equipment of operational centers of the police of the CR is dealt with.
The empirical section is focused directly on the "modern" Integrated Operational Centre of Regional Police Headquarters of the Vysočina region where questionnaires are distributed to workers (policemen) of this organizational element of the Police, the object of study is divided into three parts. The first part is focused on the IRS issues, the level of knowledge, orientation in this area and views on cooperation of the IRS components are identified by the questionnaire. The second part is focused on crisis management, the knowledge level of respondents in this area is determined. The third part of the questionnaire is directed entirely to obtain information and knowledge from practice of the staff members involved in special activities.
The discussion and conclusion gives information about the progressive development and integration of operational centers, including the possible and most convenient way (system) of operational and crisis management within the Police of the Czech Republic. | eng |
