| dc.description.abstract | Obsahem diplomové práce je zdokumentování současného stavu obsahu a forem přípravy obyvatelstva k sebeochraně a vzájemné pomoci při vzniku mimořádné události. Tento obsah i formy jsou součástí legislativních norem tohoto státu, včetně kvantifikace a kvalifikace subjektů, které tuto činnost zajišťují. Pro získání informací byl proveden dotazníkový výzkum u zaměstnanců jedné organizační složky státní správy a orgánů samosprávy. Pro konkrétní posouzení vzdělanosti a informovanosti občanů byl proveden obdobný výzkum u stovky občanů starších 18 - ti let. Po analýze těchto částí lze vyvodit závěr, že i když současné právní předpisy, dlouholetá koncepce vlády České republiky i možnost širokého spektra působení na obyvatelstvo v rámci preventivně výchovné činnosti v oblasti požární ochrany a ochrany obyvatelstva vytváří předpoklad pro průnik potřebných informací k veřejnosti, není při jejich realizaci dosaženo požadované efektivity a potřebné účinnosti. Například u starší generace chybí základy vědomostí, které byly před rokem 1989 zpolitizovány. Celkově je z této práce možné vyvodit potřebu výuky na školách všech stupňů a následné celoživotní vzdělávání všech občanů této republiky. Průběžně je třeba také aktualizovat a udržovat na požadované úrovni odbornou způsobilost zaměstnanců dotčených subjektů, které provádějí preventivně výchovnou činnost v oblasti požární ochrany a ochrany obyvatelstva. | cze |

| dc.description.abstract-translated | The content of this thesis is to document the current status of the content and forms of training people for self-protection and mutual assistance in case of emergency events. This content and forms are part of the legislative norms of the state, including the quantification and qualification of entities that provide these activities. To obtain information, questionnaire survey was conducted with employees of one branch of civil service and self-government authorities. Similar research with one hundred citizens aged over 18 years was carried out for specific assessment of education and public awareness. After the analysis of these sections, it can be concluded that although the current legislation, the long-term concept of the government of the Czech Republic and the wide range of possible influences on the population in preventive education activities in the field of fire protection and protection of the population form a prerequisite for penetration of the necessary information to the public, the desired efficiency and effectiveness required are not achieved in their implementation. For example, the older generation lacks basic knowledge, which has been politicized before 1989. Overall, this work can lead to the conclusions that there is a need for education at schools of all levels and subsequent lifelong learning for all the citizens of this country. It is also necessary to continuously update and maintain the required level of competency of staff of the entities that carry out preventive educational activities in the field of fire and civil protection. | eng |
