| dc.description.abstract | Rozvoj informačních a komunikačních technologií se v současné době pozitivně odrazil v životě osob se zrakovým postižením. Významnou oblastí informačních a komunikačních technologií se stávají převážně kompenzační pomůcky na bázi výpočetní techniky a tím i možnost využití internetu. Internet je pro jedince se zrakovým postižením kompenzací přístupu k informacím, samostatné mobilitě
a v procesu edukace. Z pohledu intaktní společnosti se využití webových stránek zdá být bezproblémové, ale pro uživatele se zrakovým postižením mnohdy webová stránka skýtá různé překážky.
Teoretická část práce je zaměřena na zrakové postižení a jeho klasifikaci, možnosti kompenzace postižení a možné limity v oblasti přístupu k informacím. Dále práce popisuje informační a komunikační technologie, internet ve vztahu k cílové skupině, kdy tato kapitola obsahuje stručně popsaný metodický materiál pro tvorbu přístupného webu a poslední kapitolou je oblast kompenzačních pomůcek.
Cílem praktické části je zjistit přístupnost webových stránek vybraných orgánů státní správy, oblasti školství a vybraných webů vázaných na životní komfort člověka. Praktická část je provedena na základě analýzy bariérovosti webových stránek za pomoci metodického materiálu pro tvorbu přístupného webu pro jedince se specifickými potřebami a na základě kvalitativního výzkumu za použití metody pozorování. Z výsledků je patrné, že z celkového počtu 17 vybraných webových stránek zcela splňovaly pravidla pouze 2 webové stránky, 14 stránek naplňovalo pravidla s mírnými nedostatky a 1 webová stránka pravidla nesplňovala.
Zjištěním přístupnosti vybraných webových stránek vznikl materiál, který bude moci informovat osoby se zrakovým postižením o přístupnosti daných stránek nebo může být vhodným podkladem pro osoby, které se úpravou stránek zabývají. | cze |

| dc.description.abstract-translated | Currently, the development of Information and Communication technologies (ICT) has an positive impact on the living conditions of people with visual impairments. Assistive devices based on computer technology are becoming a crucial part of ICT, also the internet usage. The Internet represents a tool to compensate information access, individual mobility and in the process of education for every individual with visual impairment. The websites usage seems to be problem-free for most of the users. Completely different is the situation in case of individuals with visual impairment, who have to deal with many obstacles there.
The theoretical part is focussed on the visual impairment and its classification, possibilities of compensation this kind of impairment and possible limits on information access. This bachelor thesis describes the ICT and the Internet in relation to the target group. One of the chapters is dedicated to the brief description of methodological material intended for the accessible web design. The very last chapter of the thesis is focussed on assistive devices.
The main aim of the practical part is to determine the accessibility of particular civil services´ websites and some representative websites fixed on comfort of the human life. The practical part is based on analysis of inaccessibility of websites with the help of the methodological material intended for the individuals with special needs. It is also based on analysis of the qualitative research using observation methods. The results revealed the fact, that out of the 17 websites choosen there were only 2 of them, which comply with the rules completely. There were 14 websites, that proved mild deficiencies in complying with the rules. There was only 1 website, which did not meet the rules completely.
The determination of accessibility particular websites in this bachelor thesis provides the material, that informs the people with the visual impairment about the accessibility of these websites. It can be used also as a suitable basis for people dealing with editing those websites. | eng |
