| dc.description.abstract | Bakalářská práce se zabývá problematikou komunikace mezi jednotlivými krizovými štáby (ORP a Kraje) a obcí spadajících do správního obvodu ORP Č. Krumlov.
Cílem práce bylo posoudit komunikaci Krizového štábu Jihočeského kraje, ORP Český Krumlov, obcí spadajících do správního obvodu ORP Český Krumlov, při vzniku mimořádné události a krizové situace a navrhnout případná doporučení na zvýšení její efektivnosti. Pro účely naplnění zadaného cíle byly formulovány tyto výzkumné otázky: Posouzení efektivnosti komunikace mezi Krizovým štábem Jihočeského kraje a Krizovým štábem ORP Český Krumlov. Posouzení efektivnosti komunikace mezi Krizovým štábem ORP Český Krumlov a obcemi spadajících do správního obvodu ORP Český Krumlov. Práce je rozčleněna do dvou částí, a to do části teoretické a do části praktické.
Teoretická část byla sepsána na základě rešerše právních norem. Jednalo se o zákon č. 128/2000 Sb., o obcích, 129/2000 Sb., o krajích, 239/2000 Sb., o IZS, 240/2000 o krizovém řízení, 241/2000 Sb., o HOPKS. Dále se jednalo o rozbor některých částí krizového plánu kraje a krizového plánu ORP.
První kapitola obsahuje základní pojmy, týkající se krizového řízení a vysvětlen pojem mimořádná událost. Další kapitola se zabývá orgány krizového řízení na jednotlivých úrovních (orgány krizového řízení kraje, orgány krizového řízení ORP, orgány krizového řízení obce). V následující kapitole byla definována pravidla krizové komunikace mezi krizovými orgány (krizová komunikace na úrovni kraje, ORP a obce) ve spolupráci s hasičským záchranným sborem. Poslední kapitoly popisují operační a informační střediska HZS kraje, krizový štáb ORP a krizový štáb kraje, kde jsou definované základní úkoly týkající se krizové komunikace a dále zasílané standardizované dokumenty.
Praktická část se zabývala vlastním výzkumem. Byla popsána metodika výzkumu, kde byly stanoveny jednotlivé metody a činnosti, pro získání potřebných a důležitých informací.
Pro posouzení komunikace krizového štábu Jihočeského kraje, ORP Český Krumlov, obcí spadajících do správního obvodu ORP Český Krumlov byly využity materiály dvou mimořádných událostí, přerostlých v krizové situace, kdy byl vyhlášen krizový stav. Jednalo se povodeň velkého rozsahu, která nastala v roce 2013 na území Jihočeského kraje a štábní cvičení "ZÓNA" 2015, kdy mezi sebou cvičily orgány krizového řízení kraje, ORP a obcí. | cze |

The goal of this thesis was to evaluate communication of crisis staffs of the South Bohemian region, ORP Český Krumlov, and municipalities belonging to the administrative district Č. Krumlov when extraordinary events and crisis situations occur, and to suggest possible recommendations to increase its effectiveness. The following research tasks were formulated to serve the given purpose: Evaluation of the communication effectiveness between the crisis staffs of the South Bohemian region and the crisis staff of ORP Český Krumlov and evaluation of the communication between the crisis staff of ORP Český Krumlov and municipalities belonging to the administrative district of ORP Č. Krumlov. The thesis is divided into two parts: Theoretical and practical.
The theoretical part is based on a background research of legal norms (Act n. 128/2000 Sb. on Municipalities, Act n. 129/2000 Sb on Regions, Act n. 239/2000 Sb. on Integrated Emergency System and the modification of some laws, Act n. 240/2000 on Crisis management and the modification of some laws), special materials and other publications, as well as the analysis of some parts of the crisis plan of the region.
The first chapter contains basic concepts of crisis management and explanation of the term extraordinary event. The following chapter deals with the authorities of crisis management at different levels (the authorities of the crisis management of the region, the authorities of crisis management of the ORP, and authorities of the crisis management of municipalities). The rules of crisis communication between crisis authorities (crisis communication at the regional, ORP and municipality levels) in cooperation with the fire brigade (HZS) are defined in the next chapter. The final chapters describe operational and information centers of the regional HZS, crisis staff of ORP and the regional crisis staff, where the basic communication tasks are defined along with sent standardized documents.
The practical section deals with personal research. The methodology of the research is described, where various methods and activities for obtaining the necessary and important information were set up.
For the assessment of communication of the South Bohemian crisis staff, ORP Český Krumlov, and municipalities belonging to the administrative district ORP Český Krumlov, materials of two extraordinary events, which grew into crisis situations, were used. The first was a large flood that occurred in the territory of South Bohemia region in 2013, followed by a staff training event titled "ZÓNA" 2015, designed for crisis management authorities of the region, ORP and municipalities belonging to the administrative district of ORP.
In the chapter Results, both situations were described in the form of a timeline of individual actions performed in individual situations. Special emphasis was placed on the ongoing communication between particular staffs, and between staffs and municipalities.
The chapter Discussion contains partial conclusions and comments on both situations. Positives and negatives of crisis communication are described here, and possible recommendations for its improved effectiveness are suggested.
Based on the information obtained, it was found that the communication was not sufficiently effective until after 2013. After the flood in 2013, some parts of the crisis plan were clarified, in which the communication procedures were unified and modified mainly within the framework of the communication between the ORP Crisis Team and the municipalities.
The correctness of these changes was verified during the staff training "ZÓNA 2015". | eng |
