| dc.description.abstract | Cílem práce bylo posoudit připravenost starostů obcí v Jihočeském kraji na mimořádné události a krizové situace v souladu s platnou Koncepcí vzdělávání v oblasti krizového řízení. Celkem bylo osloveno 570 obcí, z kterých se vrátilo 56 odpovědí. Jelikož se jedná o problematiku mimořádných událostí a krizových situací, měli by být starostové obcí v dostatečné míře informováni a připraveni.
Teoretická část je věnována rozboru zákonů pro povinnosti starostů obcí a obecních úřadů z pohledu mimořádných událostí a krizových situací. V práci je definováno celkem 5 zákonů a dále pak kapitola o spolupráci starosty obce s velitelem zásahu a tok informací a dokumentů na úrovni obce za vzniku mimořádné události. Jedná se o rozbor zákona č. 128/2000 Sb., o obcích (obecní zřízení), zákona č. 239/2000 Sb., o integrovaném záchranném systému a o změně některých zákonů, zákona č. 240/2000 Sb., o krizovém řízení a o změně některých zákonů, zákona č. 254/2001 Sb., o vodách a o změně některých zákonů (vodní zákon) a zákona č. 241/2000 Sb., o hospodářských opatřeních pro krizové stavy a o změně některých souvisejících zákonů.
Pro testování hypotézy "Informovanost starostů obcí Jihočeského kraje na úseku problematiky mimořádných událostí a krizových situací nedosahuje 75 %" bylo realizováno rozsáhlé dotazníkové šetření. Dotazník obsahoval celkem 51 otázek a byl rozdělen na 4 podrobné úseky a to, informace o respondentovi, aspekty připravenosti, aspekty informovanosti a další aspekty.
K hodnocení informovanosti starostů obcí byla stanovena hranice 75% úspěšnosti správných odpovědí. Z výsledků se prokázala nedostatečná informovanost a to na hranici 25 %.
Výsledky dotazníkového šetření ukázaly, že připravenost a informovanost starostů obcí je nedostačující a poukazuje na nutnost starosty obcí o této problematice více seznámit. | cze |

| dc.description.abstract-translated | The aimof this work was to assess the preparedness of mayors of municipalities in the South Bohemian Region for extraordinary events and crisis situations, in accordance with the valid Crisis Management Education Concept. A total of 570 municipalities were approached, 56 replies returned. As it is the isme of extraordinary events and crisis situations, the mayors of municipalities should be adequately informed and prepared.
The theoretical part is devoted to the analysis of laws on the responsibilities of mayors of municipalities and municipalities in terms of extraordinary events and crisis situations. In the work 5 laws are defined and than charter about cooperation of the mayor of the municipality with the commander of the intervention and flow of information and documents at the municipallevel in the event of anextraordinary event. It is ananalysis of Act No. 128/2000 Coll., on municipalities (Municipalfacilities), Act No. 239/2000 Coll., on anintegrated rescue system and on the amendment of some laws, Act No. 254/2001 Coll., on crisis management and on the amendment of some laws, Act No. 254/2001 Coll. On water and on the amendment of some laws and Act No. 241/2000 Coll., on economic measures for crisis situations and on the amendment of somerelated laws.
To test the hypothesis "The awareness of the mayors of municipalities of the South Bohemian Region in the field of extraordinary events and crisis situations doesn´t reach 75%" an extensive questionnaire survey was carried out. The questionnaire contained 51 questions and was divided into 4 sections, namely information about the respondent, aspects of preparedness, information aspects and other aspects.
The 75% of the success rate of the correct answers was set to assess the awareness of municipal mayors. The results showed insufficient awareness, almost 25%.
The results of the questionnaire survey showed that the preparedness and information of the mayors of municipalities is insufficient, and points to the need for the Mayor of the municipalities to become more familiar with this issue. | eng |
