| dc.description.abstract | Diplomová práce je zaměřena na problematiku nedovoleného ozbrojování a zneužití střelných zbraní. Přesný počet nelegálních zbraní a míra jejich výskytu je prakticky nezjistitelná. Nelegální ozbrojování a s tím úzce související zneužívání střelných zbraní jsou celosvětovým problémem, spjatým nejen s kriminálními činnostmi. Hlavním cílem předkládané práce je teoreticky a empiricky zmapovat problematiku nedovoleného ozbrojování a zneužití střelných zbraní na území České republiky.
V úvodní teoretické části jsou vymezena teoretická východiska, základní pojmy a shrnuta platná česká "zbraňová" legislativa. Jsou v ní popsány přípravy implementace evropských norem a s tím spojené připravované změny české zbraňové legislativy. Dále jsou popsány druhy zbraní, způsoby získání legálních zbraní a zbrojního průkazu, pronikání zbraní na černý trh, nelegální zbraně, jejich legalizace a využívání legislativy v boji proti nelegálnímu ozbrojování. Jsou připomenuty konkrétní případy spojené se zneužitím střelných zbraní, což dokresluje aktuálnost řešeného tématu.
Pro praktickou část studie byla získána data z oficiálních Statistik kriminality odboru věcných gescí a statistik Policejního prezidia České republiky a cílem deskriptivně zmapovat a analyzovat vývojový trend mimořádných událostí s použitím střelných zbraní na území České republiky v letech 2010 - 2019, tedy desetileté období. Dále jsou formulovány tři základní výzkumné otázky, na které bude hledána odpověď a to zmapování vývoje nedovoleného ozbrojování a zneužití střelných zbraní na území České republiky. Dále vymezení činnosti jednotlivých složek integrovaného záchranného systému při zásahu proti aktivnímu střelci a legislativní opatření, zaměřující se na problematiku střelných zbraní v civilním sektoru.
Z výsledků nashromážděných dat vyplývá, že výskyt případů nedovoleného ozbrojování ve sledovaném období stagnuje a zneužívání střelných zbraní dlouhodobě klesá. K páchání trestných činů jsou častěji zneužívány legálně držené střelné zbraně. Dále bylo zjištěno, že zbraně jsou nejčastěji zneužívány k trestným činům nebezpečného vyhrožování, úmyslnému ublížení na zdraví a k loupežím.
Výsledky výzkumu a závěry mohou být využity ke studijním účelům a jako materiál pro oblast ochrany obyvatelstva. Je důležité se tomuto tématu věnovat, protože dopady nedovoleného ozbrojování jsou značné a dlouhodobě neřešená problematika nelegálních zbraní by mohla způsobit mnoho vážných problémů s dopadem na lidské zdraví, na životy, na ekonomiku nebo případně na celou společnost. | cze |

| dc.description.abstract-translated | This thesis is focusing on the issue of illegal arming and misuse of firearms. The exact number of illegal weapons and their incidence is virtually undetectable. Illegal armaments and with that closely related misuse of firearms are global problems, which are not necessarily connected with criminal activities. The objective of this thesis is to theoretically and empirically map the issues of illegal arming and misuse of firearms in the Czech Republic.
In the introductory theoretical section are define fundamental concepts and summarize the Czech "weapon" legislation in force. The section also describes the preparation for the implementation of European norms and with that connected preparation of the Czech weapon legislation change. The section follows with a description of the types of weapons, methods of obtaining legal weapons and firearms license, incursion of weapons into the black market, illegal weapons, their legalization and use of legislation in the fight against illegal armaments. There are also specific cases connected to the misuse of firearms, which illustrates the topicality of the addressed topic.
The data, of the practical part of the study, were obtained from the official statistics of the crime department and statistics from the Police Presidium of the Czech Republic. The objective of the study is to descriptively map and analyse development of emergencies with the use of firearms in the Czech Republic in the years 2010 - 2019. Three basic research questions are formulated, to which an answer will be sought. The questions will be answered using the mapping of the development of illegal arming and the misuse of firearms in the Czech Republic. Furthermore, the definition of the activities of individual components of the integrated rescue system in the intervention against an active shooter and legislative measures focusing on the issue of firearms in the civilian sector.
In the period under review the results of the collected data show that the incidence of cases of illegal arming stagnates and the misuse of firearms has been declining for a long time. Legally held firearms are more often misused to commit crimes. It was also found that weapons are the most frequently misused for dangerous threats, intentional assault and robbery.
The results of the research and the conclusions can be used for study purposes and as material for the protection of the population. It is important to address this issue, as the effects of illegal arming are significant. The long-standing unresolved issue of illegal weapons could cause many serious problems with an impact on human health, lives, the economy or possibly society as a whole. | eng |
