| dc.description.abstract | Cílem této bakalářské práce je analyzovat a vyhodnotit dopady změn právních předpisů v oblasti výplaty vybraných nepojistných sociálních dávek od roku 2012 po současnost. Vybranými nepojistnými sociálními dávkami jsou dávky státní sociální podpory, dávky pro osoby se zdravotním postižením a příspěvek na péči. Tyto dávky byly pro účely této bakalářské práce vybrány záměrně z hlediska jejich největšího podílu na výdajích ze státního rozpočtu v oblasti nepojistných sociálních dávek.
Dalším cílem této bakalářské práce je vyhodnotit pozitivní a negativní dopady legislativních změn vybraných nepojistných sociálních dávek na jejich výplatu, dále analyzovat a vyhodnotit zásadní legislativní změny, změny v přístupnosti a výhodnosti jednotlivých dávek pro žadatele, ale také vyhodnotit dopady legislativních změn na administrativní zatížení zaměstnanců v oblasti nepojistných sociálních dávek a v neposlední řadě zjistit dopady legislativních změn na výdaje státního rozpočtu.
Cíl bakalářské práce byl splněn prostřednictvím kvalitativní strategie, metodou dotazování, technikou polostrukturovaných rozhovorů a analýzou dokumentů.
Získané výsledky výzkumu mohou být použity pro další rozsáhlejší výzkum nebo jako podpůrný materiál pro studium nepojistných sociálních dávek, neboť byl teoreticky vymezen vývoj jednotlivých nepojistných sociálních dávek a v rámci výzkumu byly analyzovány jednotlivé dopady legislativního vývoje obsahující jejich pozitiva a negativa v různých směrech.
Přínosem bakalářské práce může být zpětná vazba reagující na jednotlivé legislativní změny v oblasti nepojistných sociálních dávek a podmínit tak případnou diskusi pro další úpravy. | cze |

| dc.description.abstract-translated | The aim of this bachelor's thesis is to analyze and evaluate the effects of changes in legislation in the field of payment of selected non-insurance social benefits from 2012 to the present. Selected non-insurance social benefits are state social support benefits, benefits for people with disabilities and care allowance. For the purposes of this bachelor's thesis, these benefits were deliberately chosen in terms of their largest share of expenditures from the state budget in the field of non-insurance social benefits.
Another goal of this bachelor thesis is to evaluate the positive and negative effects of legislative changes in selected non-insurance social benefits on their payment, further analyze and evaluate major legislative changes, changes in accessibility and benefits of individual benefits for applicants, but also to evaluate the effects of legislative changes on administrative burdens. workers in the field of non-insurance social benefits and, last but not least, to find out the effects of legislative changes on state budget expenditures.
The aim of the bachelor's thesis was fulfilled through a qualitative strategy, the method of questioning, the technique of semi-structured interviews.
The obtained research results can be used for further extensive research or as supporting material for the study of non-insurance social benefits, as the development of individual non-insurance social benefits was theoretically defined and the research analyzed individual impacts of legislative developments containing their positives and negatives in various directions.
The benefit of the bachelor's thesis can be feedback responding to individual legislative changes in the field of non-insurance social benefits and thus condition a possible discussion for further adjustments. | eng |
