| dc.description.abstract | Naše diplomová práce se zabývá tématem plánování věcných zdrojů vybraných obcí s rozšířenou působností pro řešení krizových stavů v rámci hospodářských opatření pro krizové stavy.
Cílem teoretické části práce je ucelený přehled současné legislativy v oblasti krizového řízení a hospodářských opatření pro krizové stavy. Primárně jsme se v této práci zaměřili na pravomoci obcí s rozšířenou působností. Za účelem vypracování této práce jsme vyhledali relevantní informace převážně z elektronických zdrojů, které jsou pro naše potřeby nejaktuálnější. V práci byla provedena rešerše dostupných odborných pramenů, dále byly použity metody deskriptivně analytického charakteru.
V části praktické jsme se prostřednictvím dotazníkového šetření zajímali o praxi a názory krizových manažerů vybraných obcí s rozšířenou působností. Zajímalo nás, jak se změnilo plánování věcných zdrojů v průběhu let. Z toho důvodu jsme porovnávali data s disertačními pracemi Ing. Romana Urbana (2012) a Ing. Aleše Kudláka, Ph.D. (2014). Dále se zajímáme i o plánování věcných zdrojů během pandemie koronaviru na území ČR. Získaná data jsou graficky zpracována.
Výsledkem práce jsou souhrnné informace o krizovém řízení a HOPKS na území ČR. V praktické části jsme zjistili, že plánování věcných a finančních zdrojů převážně koresponduje s krizovými situacemi, které obce s rozšířenou působností byly nuceny řešit v minulosti. Současná epidemie koronaviru již přinesla určité změny v plánování zdrojů obcí s rozšířenou působností a jisté změny nastanou i v krizovém managementu jako takovém. | cze |

| dc.description.abstract-translated | Our master thesis deals with the topic of planning material resources of selected municipalities with operations for solving crisis situations within the economic measures for crisis situations.
The aim of the theoretical part of this work is a comprehensive overview of the current legislation in the field of crisis management and economic measures for crisis situations. In this work, we primarily focused on the powers of municipalities with the following powers. In order to develop this work, we looked for the necessary information mainly from electronic sources, which are the most up-to-date for our needs. The work consists in the research and analysis of available professional sources, and methods of descriptive analytical nature were used.
In the practical part, we focused on the practice and opinions of crisis managers of selected municipalities with expended powers through a survey. We wondered how the planning of material resources has changed over the years. For this reason, we compared our data with the dissertations of Ing. Roman Urban (2012) and Ing. Aleš Kudlák, Ph.D. (2014). We also focused on planning material resources during the coronavirus pandemic in the Czech Republic. The obtained data are graphically processed.
The result of the work is a summary information about crisis management and information about regards to economic measures for crisis situations in the Czech Republic. In the practical part, we found that the planning of material and financial resources mostly corresponds to crisis situations, which municipalities with various competencies were forced to deal with in the past. The current coronavirus epidemic has already been acquired through certain changes in the resource planning of municipalities with the following responsibilities, and certain changes will also occur in crisis management as such. | eng |
