In dieser Arbeit werden die Entwicklung des Parlamentarismus, das Wahlsystem und die Organisation des Parlaments beschrieben. Der praktische Teil beschäftigt sich mit dem Vergleich der Wahlen 2008 und 2013, mit dem Rücksicht auf die Situation in der Wahlperiode 2008-2013.
