| dc.description.abstract | Cílem článku je ve zkratce seznámit odbornou veřejnost se současným stavem logistiky ochrany obyvatelstva obce zaměřené na příspěvkové organizace obce, které poskytují pečovatelské služby, tj. zařízení pro staré a těžce zdravotně postižené občany, na stravovací, společenské, příp. ubytovací centrum apod. V rámci zpracování disertační práce pod názvem Ekonomika a logistika obce v oblasti ochrany obyvatelstva (Kudlák, 2016) byla v létech 2012 až 2015 provedena analýza výše uvedené problematiky, a to za pomoci dotazníkového šetření, analyticko-syntetické metody, metod analogie, indukce a dedukce, deskripce a obsahové analýzy, kvalifikovaného odhadu, komparace, statistických metod zaměřených na výpočet směrodatné odchylky a zjištěných rozdílů (párovým testem dvou závislých datových souborů) a checklistu. Výsledkem práce bylo zpracování jednoduchých karet logistických podpor obce v oblasti ochrany obyvatelstva, návrhy metodického postupu, pomůcky a příručky finančního zabezpečení krizových situací a checklist starosty obce pro řešení mimořádné události a krizové situace. Kontrolní seznam obsahoval mimo jiné logistickou podporu zařízení a organizací, které obec zřizuje pro potřeby svých obyvatel. Výsledky a závěry týkající se již zmíněných organizací poskytujících pečovatelské služby v době mimořádné události nebo krizové situace jsou obsahem tohoto článku. | cze |

| dc.description.abstract-translated | The aim of the paper is to acquaint the professional society with the current state of logistics of protection of the population with the emphasis on the contributory organisations of the municipality providing care services, i.e. facilities for elderly and severely handicapped citizens, catering, community, accommodation centre etc. Within preparation of the PhD thesis Economics and Logistics of the Municipality in the Field of Protection of the Population, the analysis of the above issues was processed. It was carried out by means of questionnaire surveys; methods of analogy, analysis and synthesis, induction and deduction; description and content analysis; a qualified estimate; comparison; statistical methods focused on calculation of the standard deviation of the differences (found with a matching test of two dependent data files) and a checklist. The result of the paper was preparation of simple cards of logistics support system of the municipality in the area of protection of the population, proposals for a methodological procedure, tools and manuals of the financial security of crisis situations and a checklist for mayors for solving emergency and crisis situations. The checklist contained, among others, a logistic support of organizations and facilities that the municipality establishes for the needs of its inhabitants. This article contains results and conclusions related to the abovementioned organizations providing care services during emergency or crisis situations. | eng |
