| dc.description.abstract | Cílem diplomové práce je analýza existujících jednotek a právního rámce vzhledem k fyzickým, podnikajícím fyzickým osobám a právnickým osobám, porovnání s obdobným systémem v zahraničí. Analýza a zhodnocení úrovně připravenosti, vybavenosti a možností použití vzhledem k možným plněným úkolům v krizových situacích.
Teoretická část se zabývá obecným pojmem zálohy, definicí Aktivní zálohy, strukturou velení a řízení, dále systémem vyžadování sil a prostředků Armády České republiky, včetně Aktivní zálohy. Definuje krizové stavy a popisuje možnosti využití Aktivní zálohy při krizových situacích. Pojmenuje důvody a způsob povolání Aktivní zálohy do činné služby. Specifikuje povinnosti a nároky zaměstnavatele vojáka v Aktivní záloze a zároveň povinnosti Armády České republiky vůči zaměstnavatelům vojáka v Aktivní záloze. Popisuje obdobný typ jednotek Aktivní zálohy v zahraničí, konkrétně ve Spojených státech amerických jednotky Národní gardy a Armádní zálohy.
Praktickou část tvoří dotazníkové šetření, v němž odpovídali respondenti přímo z řad Aktivní zálohy a vojáků z povolání starající se o agendu Aktivní zálohy. Dále je zpracována vojenská analýza DOTMLPF-I a SWOT analýza. Dotazníkové šetření je přímo cílenými otázkami využito i k doplnění analýzy DOTMLPF-I. Těžištěm práce bylo získání a analyzování dat a informací. Závěry jsou shrnuty ve zhodnocení možností nasazení Aktivní zálohy a zároveň na základě zpracovaných výsledků analýz uvedena konkrétní doporučení do krátkodobého, střednědobého i dlouhodobého horizontu. | cze |

| dc.description.abstract-translated | The aim of the diploma thesis is the analysis of existing reserve units and the legal framework with respect to natural, entrepreneurial natural persons and legal entities, comparison with a similar system abroad. Analysis and evaluation of the level of readiness, equipment, and possibilities of deployment with regards to feasible tasks in crisis situations.
The theoretical part deals with the general concept of reserves, the definition of Active reserves, the structure of command and control, and the system of requiring forces and resources of the Army, including Active reserves. It defines crisis situations and describes the possibilities of using Active reserves in crisis situations. It describes the reasons and way of calling Active reserves into active duty. It specifies the duties and requirements of the soldier's employer and at the same time the obligations of the Army towards the soldier's employer in Active reserves. It describes a similar types of Active reserves units abroad, specifically in the United States the National Guard and the Army Reserves.
The practical part consists of a questionnaire survey, in which respondents comprised of Active reserves soldiers and professional soldiers who are dedicated to run Active reserves agenda. DOTMLPF-I, the military analysis, was conducted as well as SWOT analysis. The questionnaire survey was also used to directly ask targeted questions to complete the DOTMLPF-I analysis. The focus of the work was to obtain and analyse data and information. The conclusions are summarized in the evaluation of the possibilities of deploying Active reserves and at the same time, based on the processed results of analyses, specific recommendations for the short, midterm and long term are given. | eng |
