dc.description.abstract	Hlavním cílem práce je analýza současného stavu dopravní situace města České Budějovice se zaměřením na stav dopravní infrastruktury. Sekundární cíl je návrh opatření vedoucí ke zlepšení situace spočívající ve vyhodnocení prioritní dopravní stavby, která pozitivně ovlivní silniční dopravu na území města, a v návrhu postupu sledování dopravní situace a přehodnocování priorit výstavby dopravních úseků. Základním krokem bylo získání informací a podkladů souvisejících s dopravní situací a stavem dopravní infrastruktury ve městě, seznámení s nimi a vytvoření náhledu na celou problematiku. Poté následovalo podrobnější studium zahraniční metodiky určené pro stanovení postupu definování dopravních problémů, hodnocení dopravních situací a řešení založeného na návrhu dopravních projektů. Analýza a následný návrh je vzhledem k rozsahu problematiky zaměřen pouze na silniční dopravu, a to na výstavbu nových komunikací, která je dle odborníků jednou z možností vedoucích ke zlepšení stavu, jelikož současná kvalita a nabídka silniční sítě, nejenom ve městech, ale i na celém území republiky, není dostačující. Z dostupných podkladů je vytvořen náhled na dopravní význam města a vypracován přehled dopravy a dopravních služeb dostupných v Českých Budějovicích. Velký význam je zde kladen na seznámení se stěžejním strategickým dokumentem města - Integrovaným plánem organizace dopravy. Samostatné zpracování analýzy souvisí již pouze se silniční dopravou a jejím vývojem intenzit. Intenzity dopravy jsou sledovány na vybraném vzorku sčítacích úseků na území Českých Budějovic a dle metodiky jsou porovnávány vývoje dopravních intenzit v jednotlivých letech. V analýze nedochází k hodnocení dalších kritérií souvisejících s vhodností dopravních projektů. Na základě vyhodnocení je zjištěno, že výstavbou dopravní infrastruktury na komunikaci Strakonická, Na Dlouhé Louce, Milady Horákové, Husově ulici a na komunikaci směrem na České Vrbné, lze očekávat zlepšení stavu dopravy na celém území města.	cze

dc.description.abstract-translated	The main objective of this text is to take stock of the traffic situation of the city of České Budějovice with a focus on the transport infrastructure. A secondary objective is to propose improvement measures by assessing what the priority transport structure is that will have a positive impact on road transport in the city and by proposing a method to monitor the traffic situation and to re-evaluate the priority of the construction of individual segments. The first step was to obtain information and background documents about the transport situation and transport infrastructure in the city to make an overview and to gain an insight into the issue. This was followed by a more detailed study of methods used in other countries for determination of the traffic problem defining processes, for evaluation of traffic situations and for solutions involving a proposal of transport projects. Given the scale of the problem, the analysis and the proposal that follow only deal with road transport, more specifically with the construction of new roads. Road construction is, according to experts, a key part of any improvement measures since the quality of the current road network is not sufficient not only in cities but in all of the territory of the Czech Republic. Based on the available literature an overview has been made to assess the significance of the city as a transport hub, an overview of the local transport situation and the transport services available in České Budějovice. This was largely based on the Integrated Traffic Management Plan (Integrovaný plán organizace dopravy), the main strategic document. The actual analysis covers only road traffic and the evolution of its intensity. Traffic intensity was monitored on selected roads in České Budějovice and the results were compared with values from previous years. Other criteria regarding the suitability of transport projects were not included in the analysis. The outcome supports the view that construction of transport infrastructure along Strakonická road, Na Dlouhé Louce, Milady Horákové, Husova and the road towards České Vrbné will improve the quality of transport throughout the city.	eng
